Maybe maybe not. see as history has told AMD actually has been cheaper in price then Intel, except when AMD controlled the market.

These chips might be a huge price saver. Infact I can see a huge concept to come from this allowing for really cheap computers.

and extremely small formfacters can take advantage of this.

I still forsee an issue with the fact that there is a faster rate of change for graphis solutions than for CPUs.  Now when I need to upgrade just the graphics, I still have to change my proc and most likely my mobo.  Which also means RAM, etc.

If you have priced cpu's you better look now the conroe 6600 @ $400 has the same performance as the FX2 @    $800. Dude history has changed. And AMD had to lower that price from $1200.
